ERR_SOCKET_NOT_CONNECTED Unable to connect to Google.com [Temporary Fix]

Recently I started getting connection error in Google Chrome web browser when I tried to access https://Google.com. But I was able to access https://google.com URL with Firefox, Internet Explorer, Safari and Opera web browsers.

Chrome just showed an error tab with a message:

Error 15  ( net::ERR_SOCKET_NOT_CONNECTED ): Unknown error.

The Fix

I found that the connection to the https://google.com can be restored by closing all the instances of Chrome web browser and starting it again.

I observed that the error was specific to https://google.com url which is encrypted connection,  but http://google.com the un-encrypted  site was able to access.
